In the spring of 2008 Hilliard Energy approached NextEra Resources with an idea to relieve several of its operating wind farms from significant curtailment and price suppression that it was experiencing in the Texas West ERCOT zone. The idea was to construct a 345 kV private transmission line that would extend from the substation of the Horse Hollow wind farm to a substation in the Texas South ERCOT located in Kendall County, Texas. Doing so would allow NextEra to sell the energy produced from the several of its wind farms in the Texas West ERCOT zone, which were being suppressed by curtailment and subjected to low pricing due to over development, to the Texas South ERCOT zone where no curtailment existed and where the price of power was much higher. NextEra agreed and with the help of 150 land and legal personnel, five (5) construction crews, thirty-six (36) survey crews, and numerous environmental and regulatory personnel, the 345 kV transmission line was completed eighteen (18) monthslater making it the largest and longest privately owned and permitted transmission line of its type in the USA. The 345 kV transmission line traversed 200 landowners in ten (10) counties.
