The ALP project called for upgrades to certain existing electric facilities as well as the construction of new substations, transmission lines and capacitor banks. ALP has been described as a critical component to the electric service customers of South Louisiana because it will increase capacity, reduce transmission constraints and improve the electric service for all customers.

The ALP project is a public line, requiring diligence and expertise in negotiating with landowners in an effort to achieve the goals of the client, while being sensitive to public landowners. After completing the initial section of the project that was assigned to Hilliard, the client, Cleco Power, awarded Hilliard additional work on the project because of the diligence and professionalism of Hilliard.
